General Meeting Minutes – June 4, 2026

Call to Order & Introductions

The meeting was called to order at 6:03 p.m.

Membership Update

DNA currently has 54 dues-paying members. Quorum was met, with at least eight members present.

Financial Update

• Arvest Balance: $960.68

• PayPal Balance: $842.45

• Total Balance: $1,803.13

Committee Reports

Executive Committee

Downtown Master Plan Implementation Group

The group met earlier in the week. Phase 0 of the Downtown Master Plan continues to move forward.

Additional updates included:

• River Market renovation is scheduled to begin in December.

• Six new murals have been installed downtown.

• Drainage improvements have been completed in the River Market area.

• The Food Truck Festival is scheduled for September 20 and will be added to the neighborhood calendar.

I-30 Deck Park Community Advisory Board

No report.

Downtown Little Rock Partnership Board

No report.

Historic Preservation Committee

Terry Mansion

Members discussed the sale of Terry Mansion and an upcoming open house.

Safe & Clean Streets Committee

SoMa Pride Support

Volunteers are assisting with Pride Festival cleanup efforts on June 13.

Collaboration with Dunbar Neighborhood

A neighborhood cleanup in partnership with Dunbar Neighborhood Association is planned for September.

The next Safe & Clean Streets Committee meeting will be held June 17.

Outreach Committee

2nd Friday Art Night

The committee continues to provide face painting during 2nd Friday Art Night events.

By-Laws Review Committee (Ad Hoc)

The next bylaws review meeting is scheduled for June 18 at El Sur.

Old Business

Fourth of July DNA Potluck Brunch & Children's Parade

Planning continues for the Fourth of July Potluck Brunch at The Empress and the Children's Parade to the Governor's Mansion.

Current needs include:

• Recruiting children to participate in the parade.

• Volunteers to serve as flag bearers and side escorts.

• Participants should bring their own camping chairs.

• Outreach to veteran groups is underway to identify color guard volunteers.

• Kathy Wells is exploring the possibility of including horses in the parade.

• John will serve as the rear escort for the parade.

A planning meeting is scheduled for June 29 at 6:00 p.m. Lindsey Boerner will send additional information via email.

HUD Takeover of Metropolitan Housing Alliance

Members discussed the federal takeover of the Metropolitan Housing Alliance, including Parris and Cumberland Towers. Two employees have been assigned to oversee operations during the transition.

New Business

Data Center Ordinance Proposal

DNA submitted a letter requesting a delay in consideration of the proposed data center ordinance at both the city and county levels to allow additional time for public review and comment.

Members were informed of a public information and panel discussion scheduled for Saturday, June 27, from 1:30–3:30 p.m. on the fifth floor of the library.

Denise Emmitt is forming an advisory committee related to the issue.

Issue 3 Discussion

Members discussed the proposed November ballot measure related to economic development and infill development. DNA plans to invite a speaker to provide additional information about Issue 3 at a future meeting.

Neighborhood Announcements & Upcoming Events

Dunbar Neighborhood Association

• Juneteenth Celebration at The Pillars on June 11, from 7–9 a.m., featuring a cheer team.

• Taste of 9th Street Competition on June 13 from 5–8 p.m. at 724 W. 9th Street.

• Beyond the Divide continues its free outdoor movie series.

Community Events

• Neighborhood Health Fair on June 13 as part of a Ward 1-wide event.

• Registration remains open for the Main Street Mile.

• Hinton Center will host a public meeting on the next round of public works bond projects on June 29.

• Pavilion in the Park is scheduled for October 3 from 6–9 p.m.

• "How to Research Historic Homes" Q&A session will be held July 28 from 5:30–7 p.m.

• CALS Summer Reading Program continues, offering rewards including free book bags and baseball tickets. A featured event is scheduled for June 24.

Infrastructure Concerns

Members discussed a drainage issue near 17th Street and Broadway. Residents were encouraged to report concerns through the City's 311 system.

The meeting adjourned to the quarterly potluck.
